About Emanuel Lukawiecki
Biography
Emanuel Lukawiecki is interested in understanding how technology impacts people, the institutions and organizations they rely on, and in helping people navigate the complexities of the digital world.
To accomplish this, he takes a multisectoral approach. Working within the public sector, he helps shape the discourse around Artificial Intelligence (AI) governance. As a PhD student in international affairs at Carleton University, he studies how AI is impacting Defence, Security, and the battle space. As a researcher and program coordinator at the Canadian Insider Risk Management Centre of Excellence, he finds innovative ways to track and educate people about insider risks. He also actively volunteers in the internet governance community, primarily through the Internet Corporation for Assigned Names and Numbers, where he advocates for end users' interests online. He also volunteers with the International Telecommunication Union (ITU), where he is a young research associate in the AI and multimedia authenticity standards collaboration, working to educate people on how to navigate the complexities of synthetic media, which broadly encompasses AI-generated, AI-modified, and deepfake content.
Previously, he served as a Digital Policy Hub Master's Fellow for the Center for International Governance Innovation, where he researched the evolution and governance of transformative technologies, specifically how the Canadian Armed Forces can respond to unconventional defence threats posed by AI. He also volunteered with the ITU as Generation Connect, America's Youth Envoy, a role for which he was nominated by the Government of Canada and the ITU to represent Canadian Youth.
